In Giappone, venne rilasciata come '''World Champions Pack''', uno speciale set nella ''DP Era'' del Gioco di Carte Pokémon. È basata su {{gioco|Smeraldo}}, con Pokémon di [[terza generazione]] e i [[Superquattro]] di [[Hoenn]]. L'espansione inglese è stata rilasciata il 14 febbraio 2007, mentre il set speciale giapponese è stato rilasciato il 5 luglio 2007.
EX Power Keepers è vagamente ispirata ai [[Superquattro]] di [[Hoenn]]: [[Fosco]], [[Ester]], [[Frida]] e {{EF|Drake}}. Ognuno di loro ha la propria Carta Stadio e i {{GCC|Pokémon ex}} presenti nel set sono tutti Pokémon posseduti dai Superquattro nei giochi. Alcuni Pokémon hanno attacchi che vengono aumentati se è presente una Carta Stadio dei Superquattro. Questo set è stato concepito per riempire il vuoto tra {{GCC|EX L'Isola dei Draghi}} e {{GCC|Diamante & Perla}}, a causa del trend di [[Nintendo]] di rilasciare un'espansione insieme ai giochi ad esso correlato.
 
In Giappone, il set speciale è stato disponibile per la prima volta in prima edizione tramite il sito Pokémon Card Game e alla Summer Battle Road 2007<ref>https://web.archive.org/web/20080516051301/http://www.pokemon-card.com/products/wcp/campaign/</ref>. Era pensato per i giocatori giapponesi in modo che non sarebbero stati svantaggiati al {{GCC|Campionato mondiale 2007}}. I giocatori giapponesi potevano ordinare i loro pacchetti online dal 15 giugno al 1 luglio. I pacchetti sono stati rilasciati dal 5 luglio in poi a coloro che li avevano ordinati. Ogni pacchetto conteneva quindici carte.
A causa della mancanza di un set giapponese da correlare a EX Power Keepers, Nintendo ha creato diverse nuove carte, cosa che non succedeva da {{GCC|Team Rocket}}. Alla fine, per molte carte sono stati usati gli artwork di [[Ken Sugimori]] (che sono ampiamente usati in molti media Pokémon rendendoli prontamente riconoscibili) più uno sfondo con flitri ottenuti da varie fonti.
 
EX Power Keepers è stata l'ultima espansione per presentare il logo del set nell'angolo in basso a destra dell'artwork delle carte Reverse Holofoil. Solo le versioni Reverse Holofoil delle carte Rare Holo avevano il nome in lamina d'oro e il testo HP.
In Giappone, il set era disponibile solo attraverso il sito Pokémon Card Game, in maniera simile all'espansione {{GCC|Pokémon Web}}. Rilasciato con il nome di '''World Champions Pack''' è stato destinato ai giocatore giapponesi in modo da non svantaggiarli al {{GCC|World Championship 2007}}. I giocatori giapponesi poterono ordinare le bustine online solo dal 15 giugno al 1 luglio. Le carte furono rilasciate il 5 luglio per coloro che le avevano ordinate. Ogni bustina conteneva 15 carte anziché 10.

The unlimited World Champions Pack is one of the rarest Japanese booster packs. It was created as a reprint and was only available for sale during Spring Battle Road 2008. Information about the release of the unlimited World Champions Pack is extremely hard to find. An archived page of the official Pokémon TCG website mentions the end of a limited sale on May 16, 2008<ref>https://web.archive.org/web/20080516051301/http://www.pokemon-card.com/products/wcp/campaign/</ref> which would coincide with Spring Battle Road 2008. Some Japanese websites mention a sale of World Champions Packs during Spring Battle Road 2008<ref>https://pokeboon.com/jp/promo_event/battle-road-spring-2008/</ref><ref>https://game14.5ch.net/test/read.cgi/tcg/1206333550/652</ref>. It is believed that the unlimited World Champions Packs were only available for sale for the competitors. Unfortunately Battle Road Spring 2008 was cancelled due to bomb threats so three out of the five event venues were cancelled <ref>https://web.archive.org/web/20080413053315/https://www.pokemon.co.jp/info/attention/at20080409_01.html</ref>. This explains the rarity of the unlimited World Champions Pack, making it one of the rarest Japanese sets. It is only overshadowed by the unlimited edition Japanese cards of the {{TCG|Base Expansion Pack}} set, of which some cards were given through lotteries. Unlimited World Champions Pack cards are thus extremely rare which make some of them, like the Gold Stars; very expensive.
